A WhatsApp messaging limit is the number of unique customers your business can message outside the 24-hour customer service window in a moving 24-hour period. Every new business starts at 250. Verifying your business raises it to 2,000. After that, Meta raises it automatically to 10,000, 100,000 and then unlimited when your quality rating is high and you use at least half of your limit in 7 days.

The short answer
  • It counts people, not messages. Five messages to one customer use one place.
  • Only conversations you start count. Replies to a customer who wrote to you in the last 24 hours never do.
  • There is one limit per business. Since 7 October 2025, every number in your Meta business portfolio shares it.
  • Growth is automatic. Above 2,000, Meta moves you up one step within 6 hours of qualifying. There is no form.
  • A low rating stops growth, not sending. Meta no longer lowers your limit when quality drops, but it will not raise it either.

What is a WhatsApp messaging limit?

Meta defines it as “the maximum number of unique WhatsApp user phone numbers your business can deliver messages to, outside of a customer service window, within a moving 24-hour period” (Meta: Messaging limits). Three ideas sit inside that sentence.

  • Unique people. Five messages to one customer count once.
  • Outside the customer service window. When a customer messages you, a 24-hour window opens and you can reply freely. Outside it, you can only send an approved template message, and each new customer you reach uses one place.
  • A moving 24 hours. Nothing resets at midnight. A customer you messaged at 3 pm today frees their place at 3 pm tomorrow.
Counts towards your limit
  • A template to a customer who has not written to you in the last 24 hours: a campaign, a reminder, an order update or a login code
  • Each customer once in 24 hours, however many messages they get
Does not count
  • Replies to a customer who wrote to you in the last 24 hours
  • A second or third message to a customer already counted today
  • Sends of a paused template, which Meta rejects anyway

Every template category counts: marketing, utility and authentication. Your order updates and login codes share the same limit as your campaigns.

What are the WhatsApp messaging limit tiers?

There are five steps. Every business starts on the first and climbs as Meta learns to trust it.

StepUnique customers per 24 hoursHow you get there

Step 12,000Complete a scaling path: verify your business, or deliver high-quality templates to 2,000 unique customers in 30 days

Step 3100,000Automatic, same rule

Older guides mention a 1,000 step. Meta replaced it with 2,000 on 7 October 2025.

How do you increase your WhatsApp messaging limit?

To move from 250 to 2,000, verify your business. Above that, keep your quality high and keep using your limit, and Meta raises it for you.

  1. Verify your business

Submit business verification in Meta Business Suite, under Security Center. It is the usual way from 250 to 2,000. Meta accepts registration, licence and government tax documents. In India, businesses usually use a GST or Udyam registration certificate.

  2. Or prove it by sending

Deliver templates with a high quality rating to 2,000 unique customers outside the customer service window within 30 days. Meta then reviews your message quality before it raises the limit to 2,000.

  3. Get your display name approved

Meta holds back a limit increase until your display name is approved. Check its status in WhatsApp Manager, under Phone numbers.

  4. Keep your quality rating high

Above 2,000, Meta only raises the limit for businesses sending high-quality messages across all their numbers and templates.

  5. Use at least half your limit

In the last 7 days, you must have used at least half of your current limit. A business that sends once a month climbs slowly.

  6. Let Meta raise it

When both rules are met, the limit rises one step within 6 hours. There is no form to fill in.

Meta’s verification guide walks through the steps, and it lists the documents it accepts. If a partner onboarded you, that partner can also verify your business for you. After any route, Meta reviews your message quality and either raises the limit at once or defers the increase.

Is the messaging limit per phone number or per business?

Per business. Since 7 October 2025, Meta sets the limit for your whole business portfolio and every number in it shares that limit.

  • Three numbers with a limit of 2,000 share those 2,000 places. One busy number can use them all.
  • Adding a number adds no room. A new number gets the portfolio’s limit straight away.
  • Your quality rating is still shown per number, and Meta looks at all of your numbers and templates before it raises the shared limit.

How do you check your WhatsApp messaging limit?

Open WhatsApp Manager and go to Account tools, then Messaging limits. The Phone numbers panel also shows each number’s status, quality rating and limit.

WhatsApp Manager→Account tools→Messaging limits

Developers can read the whatsapp_business_manager_messaging_limit field on the business portfolio, the WhatsApp Business account or a phone number. It returns values such as TIER_2K. The older messaging_limit_tier field is deprecated. The business_capability_update webhook fires when the limit changes.

In Sendiee, open your WhatsApp number’s page. It shows the Phone Quality rating, the daily limit and your Business Verification status.

Why does WhatsApp have messaging limits?

To protect people from spam. Meta starts every business small and gives more room to those that prove two things: they are real, which business verification shows, and people want their messages, which the quality rating measures. The limit is not a punishment. It is how a new business earns trust.

What is the WhatsApp quality rating?

Your quality rating is Meta’s score of how customers received your messages over the past seven days, weighted towards the most recent. It is built from blocks, reports, mutes, archives and the reasons people give when they block you. Busy numbers can see it change within minutes.

Green: High

Customers are receiving your messages well.

Keep the same audience rules and pace.
Yellow: Medium

More customers are blocking, reporting or muting you.

Slow down and read the block reasons.
Red: Low

Many customers do not want your messages.

Pause promotions and fix the cause first.

What the block reasons tell you

When someone blocks your business, WhatsApp asks them why. Meta lists these five reasons in its quality rating guide. When your rating is Yellow or Red, hover over it in WhatsApp Manager to see them.

  • Didn’t sign upYour list: people who never opted in
  • No longer neededRelevance, or how often you send
  • SpamToo many or too pushy messages
  • Offensive messagesThe content itself
  • No reasonStill counts as negative feedback

How the rating affects your limit

Since 7 October 2025, a low rating no longer lowers your messaging limit, and the old Flagged status is gone. But Meta only raises the limit for high-quality senders, so a Yellow or Red rating keeps you on the same step. Templates have their own rating, and a low-quality template is paused. Our guide to safe WhatsApp broadcasts covers what to do then.

Messaging limit, throughput and per-user limits: what is the difference?

WhatsApp has several limits, and they are easy to mix up. Only the first one is your messaging limit.

See Meta’s pages on throughput, the pair rate, the per-user marketing limit and error codes. A message that fails with 131049 means that customer has had enough marketing for now, not that your limit is used up. Wait at least 24 hours before you try them again.

How do you keep a high quality rating?

Send messages your customers are glad to get. In practice, that means:

Do
  • Get opt-in first. Message only people who gave you their number and agreed to hear from you.
  • Start with warm customers. People who bought or asked a question recently rarely block you.
  • Grow week by week. Add a few more customers to each send instead of reaching everyone at once.
  • Make it useful and personal. Use their name and mention what they bought or asked about.
  • Make it easy to say no. A Stop promotions button loses you a subscriber. A block costs you quality.
Avoid
  • Bought or borrowed lists. These people never agreed to hear from you, and many will block you.
  • Old contacts out of nowhere. Someone who bought two years ago may not remember you.
  • One big blast on day one. A large send to cold numbers is the fastest way to a Yellow rating.
  • Sending too often. Three offers a week feels like spam, even to a customer.
  • Promotions labelled as utility. Meta re-categorises them. Repeat cases can restrict your whole business portfolio for 30 days.

Meta also checks template categories against what each template says. Check your rating in WhatsApp Manager the day after every campaign.

What should you do when you hit the limit or your rating drops?

If you hit your messaging limit

Say your festive offer is ready for 3,000 customers. Here is how long one send takes at each step, if the limit stays the same.

New business250 a day12 days
Verified business2,000 a day2 days
  • Replies still work. The limit only covers conversations you start.
  • Spread big sends over a few days, most valuable customers first. Order updates and login codes use the same places.
  • Check that you qualify to move up: a verified business, an approved display name, a High rating and half your limit used this week.
  • Let customers write first. Click-to-WhatsApp ads, a chat button on your website, a QR code in your shop and a click-to-chat link all open a conversation that does not use your limit.

If your quality rating turns Yellow or Red

  1. Pause promotions. Keep sending useful messages such as order updates.
  2. Find the cause. Look at the last campaign. Who got it, and was it relevant to them? Read the block reasons.
  3. Clean the list. Remove people who never opted in or have not bought in a long time.
  4. Fix the message. Make it shorter, more personal and more useful, with a clear opt-out.
  5. Restart small. Send to your most engaged customers and watch the rating for a few days before you scale up.

Because the rating looks at the last seven days, old feedback fades as you send better messages. There is no fixed recovery time.

How does Sendiee help you grow your limit safely?

When we onboard businesses, the most common problem is not the limit itself. It is the first big campaign, sent too fast to the wrong list. Sendiee is built to help you avoid that.

A warning before you overshoot

The campaign Risk check warns you when the audience is larger than your daily tier, or when a newly connected number sends to a large list. It warns and never blocks, so read it.

Send to warm leads first

AI Lead Segmentation (Pro plans and above) sorts contacts into categories you define. Filter a campaign by category, tag or last reply. Opted-out contacts are left out by default.

Preview, then schedule

See the recipient count and each personalised message before you launch. To spread a big send, split the audience and schedule each part for a different day (Pro plans and above).

Answer every reply

When customers write back, the AI assistant answers around the clock. It pauses when someone from your team replies, so your team can step in at any time.

Frequently asked questions

What is the WhatsApp messaging limit for a new business?

A new business can message 250 unique customers outside the 24-hour customer service window in a moving 24-hour period. Customers who write to you first do not count. Verifying your business, or delivering high-quality templates to 2,000 unique customers within 30 days, raises the limit to 2,000.

How many messages can I send per day on the WhatsApp Business API?

There is no cap on the number of messages. The messaging limit counts unique customers you start conversations with: 250 to start, then 2,000, 10,000, 100,000 and unlimited. Replies inside the customer service window do not count. Separately, each number can send up to 80 messages a second by default.

How long does it take to increase my WhatsApp messaging limit?

Above 2,000, Meta raises the limit one step within 6 hours once your quality rating is high and you have used at least half of your limit in the last 7 days. The move to 2,000 happens as soon as you complete a scaling path, such as business verification, and Meta’s quality review approves it.

Does a low quality rating reduce my messaging limit?

No. Since 7 October 2025, Meta no longer lowers your messaging limit when your quality rating drops. A low rating does stop the limit from growing, and a low-quality template can still be paused.

Do replies to customers count toward my messaging limit?

No. When a customer messages you, a 24-hour customer service window opens and your replies inside it do not use your limit. Only messages to customers outside that window count, and those must be approved templates.

Does each WhatsApp number get its own messaging limit?

No. Since 7 October 2025, the limit is set for your whole Meta business portfolio and shared by all of its numbers. One busy number can use all of it, and adding a number does not add to it.

Is there still a 1,000 messaging limit tier?

No. On 7 October 2025, Meta replaced the 1,000 step with 2,000. The tiers are now 250, 2,000, 10,000, 100,000 and unlimited.
